We have a makeshift play room (which is really just the formal living room at the front of our house that we never had any furniture for) where I try to keep their toys. It is a mess most of the time. I try to keep things off of the floor, but I'm starting to think I need to organize or throw out some of this stuff. I have started to weed out the toys that they are too old for or never play with. I have a box going of that stuff which will probably go to Goodwill. Every so often the kids find the box in my closet and want to play with what's inside, so I think toy rotating would probably work well here. I just need to organize my closets a bit better for that.
